What makes an older Fairfax lawn harder to fix?

Age is most of it. Turf here has often been in the ground for decades, and clay compacts so slowly under years of mowing and foot traffic that nobody notices it hardening underfoot. The landscaping did its job too. Oaks and maples planted as saplings are full canopy now, and their roots take the top few inches of soil tall fescue needs, so the grass loses out on water and nitrogen before light is even a factor. Soil work comes before seed
